Cunoașterea Științifică is an open-access academic journal supported primarily from its own resources.

Publishing and maintaining the journal nevertheless involves ongoing costs related to technical and editorial infrastructure, website hosting, administration of the Open Journal Systems (OJS) platform, DOI and metadata registration and maintenance, Crossref services, system security and maintenance, archive preservation, and activities required for scholarly dissemination and indexing.

To contribute to covering part of these costs, the journal charges a publication fee of EUR 10 for each article definitively accepted for publication.

When the Fee Is Paid

The publication fee is requested only after completion of the editorial process and after final acceptance of the manuscript.

The journal does not request any payment before or during evaluation.

The process is:

manuscript submission → initial editorial screening → peer review → revisions, where required → final acceptance → payment of the publication fee → publication of the article

Payment of the fee does not guarantee acceptance of a manuscript and cannot influence the editorial decision in any way.

What the Publication Fee Covers

The EUR 10 fee contributes partially to covering costs associated with:

  • registration and administration of the article DOI;
  • Crossref membership and services;
  • registration and updating of bibliographic metadata;
  • hosting and administration of the journal website;
  • operation and maintenance of the OJS platform;
  • technical preparation and publication of the article;
  • maintaining online access to articles and the journal archive;
  • infrastructure required for scholarly interoperability and indexing;
  • provision of metadata to academic and aggregation services;
  • preservation and administration of the digital archive;
  • security, backup, and technical maintenance measures.

The fee represents only a contribution to these expenses and does not fully cover the journal’s actual operating costs.

DOI Included

All academic articles accepted for publication receive a DOI.

No separate DOI fee is charged.

The DOI forms part of the journal’s standard publishing infrastructure and is registered together with the article’s bibliographic metadata.

Fees Not Charged

Cunoașterea Științifică does not charge:

  • a manuscript submission fee;
  • an initial editorial screening fee;
  • a peer-review fee;
  • a manuscript revision fee;
  • a separate DOI fee;
  • any fee for readers to access or download published articles.

Reader access to published articles is free and immediate.

Editorial Independence

The publication fee is entirely separate from the evaluation process.

Editors and reviewers must not take into account an author’s ability or willingness to pay the fee when assessing a manuscript.

The decision to accept or reject a work is based exclusively on academic and editorial criteria, including:

  • relevance to the journal’s scope;
  • originality;
  • academic quality;
  • methodological or argumentative rigor;
  • compliance with ethical standards;
  • the outcome of the peer-review process.

The obligation to pay arises only after the final acceptance decision has been made.

Waivers in Justified Cases

In exceptional and justified circumstances, an author who does not have the necessary financial resources may request a full or partial waiver of the publication fee.

The waiver request must be addressed to the Editorial Board and is considered separately from the academic evaluation of the manuscript.

Requesting, granting, or refusing a waiver does not influence the peer-review process or the editorial decision.

Payment of the Fee

Payment instructions are communicated to the corresponding author only after final acceptance of the article.

The fee is expressed in EUR. If payment is made in another currency, the amount may be calculated according to the applicable exchange rate on the date of payment, depending on the payment method used.

Authors should not make any payment before receiving the official acceptance notification and the payment instructions provided by the Editorial Board.

Open Access

The publication fee is not an access fee for readers.

Published articles are available in immediate open access, without subscription, without reader charges, and without an embargo period.

Articles published under the journal’s current policy are distributed under the Creative Commons Attribution 4.0 International License (CC BY 4.0).

Application of this Policy

This policy applies to manuscripts submitted under the journal’s current editorial conditions.

For works already at an advanced stage of the editorial process and for which authors were previously informed of different financial conditions, the Editorial Board may retain the terms originally communicated.

Any future change to the publication fee will be announced transparently on this page and in the author guidelines before the new conditions take effect.
